It is intended for Chapter 5 members and supporters to share ideas and information of interest, but it is also available to the general public. If you have any sort of information that would be of interest or beneficial to our members, please forward it so that we can include it in an upcoming edition. Welcome New Chapter 5 Members…
Chapter 5 has a new member. Please welcome the following to Chapter 5; we hope to see you at the 2012 Chapter meetings and events: Donna Delavega from Texas Heritage

If you are an existing TSPS member, remember to renew your membership.

As of January 30, Chapter 5 had a total member count of 128, including 99 Registered members. Now is a good time to check with your co-workers and staff and encourage their involvement and membership in TSPS. Let’s see if we can’t get to 200 members in 2012. (Thanks to Brenda Null at TSPS for the membership information).

LightSquared Update…
The controversial issue involving LightSquared appears to be dead for now. Following Congressional hearings and testimony, the FCC ruled in February the company could not satisfactorily ensure that its plan would not interfere with existing GPS signals, and thus they were denied their application.

It should be noted that while this is certainly a victory for GPS users, including Surveyors, there appear to be other entities that will follow LightSquared, so continued monitoring of this situation is imperative.

  In the Rearview Mirror…

February 21 Chapter Meeting Recap: Attending members and guests were treated as Chapter 5 hosted the winning team from Duncanville High School and their Faculty Advisor Brian Burnett. The high school students placed First among 4 teams at the Skills USA District 6 contest at Texas State Technical College in Waco on Friday February 10. Chapter Skills Committee Chairman Randall Marshall led several Chapter volunteers over the past several months in preparing DHS students for the contest, as well as assisting with the contest judging and

Chapter 5 President Jason Jernigan spoke of a busy year upcoming for the Chapter. Included are some new and innovative initiatives, including a free 4 hour Ethics seminar to Chapter 5 members. The date of the seminar, to be presented by former TBPLS Chairman Doug Turner, is Saturday March 31 at the DFW Learning Center at the north end of DFW Airport in Irving. Any current Registered Chapter 5 member will be allowed to attend at no cost. An additional 8 hour CEU seminar in the summer is planned at a reduced cost to Chapter 5 members.

SURPAC donations at the meeting totaled $82.00. The total for 2012 from Chapter 5 now stands at $224.00. At that pace, Chapter 5 members would contribute about $1350.00 for the year, which is 8% of the yearly TSPS goal of $16,000.00.

Committee Reports: were provided by various Chairmen:

MEMBERSHIP: current renewals total 128 members.

PUBLIC RELATIONS: a Library Display has been organized for the March Surveyors Week at the South Garland Library. The display will be available for the public for all of March and April, an unprecedented amount of time, and a testament to the popularity of past Survey displays.

EDUCATION: Certified Survey Technician testing is scheduled for Saturday March 10 at the DFW Education Center of North Lake College. A FREE 4 hour CEU seminar is being planned for March 31 for any registered Chapter 5 member. An additional reduced fee 8 hour seminar is being planned for June or July. Renew/Join to take advantage of the Chapter 5 Only benefit.

TREASURER’S REPORT: General fund total is $3,522, and the Scholarship Fund totals $4,000.00. The first rebate from the State office has been received. Invoices for the Chapter Online Newsletter will be sent out by the end of January, and should net $1500-$2000 dollars for the general fund.

SKILLS USA: Chapter 5 volunteers have had training visits to Duncanville High School before the Christmas break, and a couple more sessions prior to the District 6 Regional Survey Contest, which was held February 10 in Waco at TSTC. The Texas State Survey Contest will be held in Corpus Christi at the end of March. Randall Marshall has been overseeing the Chapter 5 Skills activities.

PROGRAMS: Members are encouraged to submit ideas for Chapter meeting programs to Chairman Paul Mannel. A partial slate has been arranged, with a few dates still open.

CHAPTER REP: Chapter Rep Chris Freeman attended the 1st Quarterly Board Meeting in League City on Saturday February 25. The main matter of business was the 2012 Budget. The other news was that the TSPS Executive Director, Anne Glasgow, will be retiring as of June 30. A Selection Committee has been appointed by President Davey Edwards to begin the search for the new Director. Chris reminds members that the next scheduled TSPS Board of Directors Meeting will be held at the Airport Hilton Hotel in Austin on Saturday May 5, with the annual Ray Wisdom Benefit Auction and BBQ scheduled immediately. The event is a great opportunity for members to bring their families for fun and food, while also raising scholarship monies that benefit survey students across Texas. Members are encouraged to attend, but they can also contact the Chapter 5 Representative (Chris Freeman 972-226-8181) with any questions/concerns that need to be taken for Board consideration.

Symposium and 1st Quarterly Board Meeting Recap:

Some of the highlights from the two-days of TSPS happenings included:
  • Board of Directors fills two vacant seats by selecting Chris Freeman and Shane Isbell as new directors

  • Executive Director Anne Glasgow announced her retirement after 21 years with TSPS. Last day will be June 28. Directors have formed a Search Committee tasked with selecting candidates for the position.

  • An $806,550 budget was approved by directors. The full budget, with line items, is printed annually in the March/April issue of The Texas Surveyor magazine.

  • This year’s TSPS Symposium was a resounding success, with 232 paid attendees taking in Education courses last Friday and Saturday at South Shore Harbour Resort. Check the TSPS calendar for future TSPS Education offerings, including 2012 TSPS Convention & Technology Exposition Oct. 10-13, 2012 in San Marcos!

  • Board of Directors also approved the new Eminent Educator Award

SKILLS USA @ Duncanville High School – District 6 Survey Contest Results
The District 6 Regional Survey Contest was held on Friday February 10 in Waco at the Texas State Technical College. High school survey teams from the region competed to advance on to the state contest to be held in Corpus Christi in late March. Chapter SKILLS Committee Chairman Randall Marshall rmarshall@pkce.com led TSPS volunteers in assisting with judging and monitoring the contest.

Certified Survey Technician testing on March 10
Education Committee Chairman John Pierce has arranged for Certified Survey Technician testing. It will be held Saturday March 10 at the North Lake College-DFW Learning Center (near SH 114/Freeport Parkway). Application is done directly through the NSPS website www.nspsmo.org

The next TBPLS Board Meeting is scheduled for Friday March 9th in Austin, and 4 CEUs are awarded to attendees of TBPLS Board meetings. See their website for meeting location and agenda information. (www.txls.state.tx.us).

The next TSPS Board of Directors Meeting will be held on Saturday, May 5 at 1 p.m. at the Airport Hilton Hotel in Austin, Texas. Also, various committees will be meeting and discussing their activities, so it’s a great time to get involved and offer your expertise and energy. Chapter Rep Chris Freeman will be attending to represent Chapter 5. If you have any matters that you would like Chris to take to the Board, feel free to contact him (972-226-8181). The Annual Ray Wisdom BBQ and Benefit Auction will follow the Board Meeting at a Austin park near the airport.

1st Annual FREE* Act/Rules/Ethics Seminar & Membership Drive

The Act & Rules and How They Relate to Complaints and Disciplinary Actions

This seminar will discuss the TBPLS complaint process from the initial complaint to the SOAH hearing. Several actual complaints will be followed from inception to conclusion. Violation of Board rules and how the informal settlement conference can be a benefit to the surveyor will be explored. The seminar will also cover ethics strategies that will help surveyors avoid unethical behavior. The seminar has been approved for 4 hours of continuing education by the TBPLS and will meet the Act/Rules/Ethics requirement of the Board of Land Surveying.

*This is a pilot program designed to increase membership in TSPS and provide members with an additional benefit of membership. The seminar is free to attend by RPLS members of TSPS Dallas Chapter 5 only. Unfortunately, due to space limitations, paraprofessionals and members of other Chapters cannot be accommodated. The goal is for this program to be adopted by additional Chapters next year. Space is limited to 100 attendees with 60 seats for current (as February 27, 2012) members of Chapter 5, and 40 seats reserved for non-members who live or work within the counties covered by Chapter 5. Non-members are encouraged to join TSPS Dallas Chapter 5 through the TSPS website (www.tsps.org) between now and March 28. You must be a member by March 28th to attend this event and receive 4 CEUs in Act/Rules/Ethics. Seats reserved for current non-members will be given to current members on the waiting list on March 29. THERE IS NO SIGN UP THE MORNING OF THE SEMINAR. Bring Your Own Coffee – No refreshments will be provided, but there are vending machines on site.

RPLS/SIT Study Group Schedule…exams April 13 and 14 in Austin
April is getting close! Pacheco Koch Consulting Engineers, Inc. will host three study groups before the April exams for anyone studying for the SIT or RPLS exam. If you've come before – welcome back! If this is your first time we look forward to meeting you. Anyone from any company is more than welcome to come.

Here is what we do: SIT candidates study as a group. Everyone is encouraged to bring books or study material and a TBPLS approved calculator. There is no formal lecture, but you will be working through problems to prepare for the NCEES exam. The group moves at whatever pace the participants set. It is a great opportunity to learn from your peers and meet people from different companies. Chances are if you're having trouble with a certain subject or problem, one of the other people in the group knows the answer and can help you with it.

RPLS candidates also meet in their own group and work through analytical problems. Several topics from the legal portion of the exam also come up, but the main focus of the group is the analytical portion. It tends to be harder to study for alone. Analytical problems are notoriously hard to come by, so if you have any, please bring them. Bring your TBPLS approved calculator and some colored pencils for deed sketches.

The first meeting this year will be Saturday, March 03, from 8am-noon at Pacheco Koch Consulting Engineers, Inc., Dallas office (see map in the "Files" section). The next two meetings are scheduled for March 17 and March 31 in the same time slot. As always, there is no charge for the groups and breakfast is provided for those who RSVP. In the meantime, you are more than encouraged to join our online Study Groups, where you can find a lot of valuable material that will assist you with the exam.

2012 Texas and National Surveyors Week
TSPS and all Texas surveyors will celebrate Texas Surveyors Week March 18-24. Visit the NSPS website at www.nspsmo.org for Surveyors Week information. If you have an idea for an activity involving Chapter 5, please contact President Jason Jernigan or PR Committee Chairman Gary Matthews (they both work at Halff Associates). Gary has already arranged for a Library Display at the South Garland Library.

Save the Date…Saturday June 2, 13th Annual Tim Mireur Memorial Golf Tourney
Golf Tournament Chairman Sean Flaherty has set the date for this year’s Chapter Golf Tournament for Saturday June 2nd at The Brickyard Golf Course in Ferris. This very popular event draws nearly 100 participants each year, with some attending from as far away as Tyler, Waco, Ft. Worth, and Austin. The event is known as a fun activity, with unbelieveable food and beverage, great prizes, and for raising thousands of dollars to benefit Chapter 5 educational activities. As the details are solidified, information will be provided. Stay tuned.

Chapter 5 Membership…Recruit a Member!
For 2011 there were 182 members of Chapter 5, including 137 Registered members. TSPS encourages all Chapters to work at increasing their membership. Encourage your co-workers, staff, and colleagues to consider joining TSPS. Invite non-members to the meetings. As we witnessed during the past legislative session with the action related to the TBPLS, strength in numbers, with a strong and united voice, will be critical when we likely face the issue again during the 2013 Legislature. If all members would recruit one other member, Chapter 5 would double in size. Justin Waldrip (ARS Engineers, Inc.) is the new Chapter 5 Membership Chairman; contact him or any other Chapter Officer for information or guidance.

Clean out your closets and equipment storage areas... if you have survey items/equipment that is lying around and stuffed away in storage, the Duncanville H.S. SkillsUSA survey students would like to take those items off your hands. Dust that stuff off and bring it to a Chapter meeting, or call Chris Freeman (972-226-8181) so he can deliver items to the growing program at the school led by Faculty Advisor Bart Burnett. Chains, tapes, tripods, levels, calculators, flagging, safety vests………….you name it, they’ll take it…even broken equipment that can be dissected, scrapped for parts, whatever.
